Is it okay to call and ask if they're hiring?

I know people will think its lazy and unprofessional or whatnot but i really want a job, so today i asked in dunkin donuts and the employee said they werent hiring and i asked if they were taking applications anyways and she looked for an application but said there were none. ive heard the stories where they lie to you and stuff and she didnt seem so truthful so maybe if i can call and speak to the manager, ill find out? please help!
