He says he sees me like a sister, but writes these things. totally confusing!?

I think by saying that he considers you as a sister he's trying to initiate a closer relationship with you that wouldn't creep you out or make you feel weird, then now he's saying those things to move on to something else because he seriously likes you a lot! And lol, I don't think any brother would actually be that loving to their sister. He seems like a sweet person btw (:
