Honestly I think he likes you. I've told a girl before that I see them as a sister because she asked if I liked her and I didn't want let her know. If you like him, just go for it and say you like him more than a brother. If not, just soak up the attention because he is going to keep it coming. And I have seen a really weird brother and sister they were all touchy touchy it was weird. But I'm going to say I think he likes you.
